Go to Admin/Appearance/Languages/Import a Language
Upload xml file
Import as No parent language
Upgrade:
Download & Unzip
Go to Admin/Appearance/Languages/Import a Language
Upload xml file
Import as Overwrite language
Note:
Cyrillic and Latin translation separately install and upgrade
