Need help to understand forum rules

Hi guys!

I'm new here so please let me understand forum rules. I have two basic questions:
1) Cos I do not understand Russian language so probably I'll be not able to upload properly described addons/skins. May I upload skins and addons that I have zipped all together instead?
2) What are the requirements for (new) users to get access to resources downloads?

1) Adding plugins and styles can be in English. But not only packs, packs can not add.
