Если примитивно спиздить контент с одного проекта и наполнить этим же контентом - другой проект, то вообще никаких проблем. Но могу сделать лучше, чтоб даже никто ничего не смог тебе предъявить за кражу контента или разбавить коментами, картинками. А так же добавить пользователей на форум, кто и будет наполнять форум.
Скрипта - не будет. Только как услуга под ключ. Дорого.
